I discovered that the Herbology ledgers not only do not balance, but they show evidence of significant diversion of materials and falsification of inventory. When questioning Pomona it became clear that she has been supplying some black market operation somewhere. Bella is here, and has broken Pomona's occlumency sufficiently that we have some additional leads, but we're still attempting to discover the extent of things.
